October 4, 2026 Beaver Immigration Team Canadian News

Canada's immigration landscape continues to evolve with new policy updates, program changes, and important deadlines that may affect prospective immigrants, employers, international students, and temporary residents. This week's update highlights significant announcements from Immigration, Refugees and Citizenship Canada (IRCC), including Francophone immigration initiatives, temporary protection measures, and operational updates.

Whether you are planning your move to Canada or are currently navigating the immigration process, staying informed is essential.

IRCC News Updates

Francophone Immigration Support Program

September 29, 2026

The Government of Canada announced approximately $1.2 million in funding for new projects in Newfoundland and Labrador and Saskatchewan aimed at attracting and retaining Francophone and bilingual newcomers. These initiatives are designed to address local labour market needs while strengthening Francophone minority communities across Canada.

The announcement also highlighted the implementation of Northern Ontario's "Osez le Nord" promotional strategy, which aims to encourage French-speaking immigrants to settle in Northern Ontario and contribute to regional economic growth.

Pre-Removal Risk Assessment (PRRA) Changes for Israel and Palestine

September 29, 2026

IRCC has introduced a temporary measure for certain nationals and former residents of Israel and Palestine by lifting the standard 12-month waiting period for submitting a new Pre-Removal Risk Assessment (PRRA).

This measure applies to individuals who received a final negative refugee claim decision, PRRA decision, or related Federal Court decision between September 28, 2025, and September 29, 2026.

Important: Eligibility to apply does not automatically result in protection being granted, and some individuals may still be subject to restricted PRRA eligibility based on inadmissibility or exclusion provisions.

Ebola-Related Temporary Immigration Measures Extended

September 28, 2026

IRCC has extended its temporary immigration measures related to the Ebola outbreak affecting the Democratic Republic of Congo, Uganda, and South Sudan.

The measures will now remain in place until November 27, 2026.

During this period:

  • Immigration documents remain suspended for affected residents.
  • Applications will continue to be processed.
  • Final decisions and document issuance will not occur while the measures remain active.

This extension reflects Canada's ongoing public health precautions regarding the Ebola outbreak in the affected regions.

Permanent Residence Fee Instructions Updated

IRCC has updated its operational instructions regarding fees for several permanent residence programs.

The revisions focus on improving clarity and accuracy in the following areas:

  • Permanent residence application fees
  • Fee schedules
  • Other permanent residence classes
  • Right of Permanent Residence Fee (RPRF)

Applicants and immigration representatives should review these updates to ensure they are using the most current fee guidance when preparing applications.
