  • 2027: Target rises to 9.5%31,825 French-speaking permanent residents
  • 2028: Target reaches 10.5%35,175 French-speaking permanent residents

These percentages are based on the planned overall permanent resident admissions of 380,000 per year (with a range of 350,000–420,000). Once Quebec releases its own 2026 immigration levels plan, these numbers may be adjusted.
