Canada is committed to increasing the number of French-speaking permanent residents outside Quebec over the next three years. Here’s what the latest Immigration Levels Plan shows:
- 2026: Target is 9% of overall admissions outside Quebec → 30,267 French-speaking permanent residents
- 2027: Target rises to 9.5% → 31,825 French-speaking permanent residents
- 2028: Target reaches 10.5% → 35,175 French-speaking permanent residents
These percentages are based on the planned overall permanent resident admissions of 380,000 per year (with a range of 350,000–420,000). Once Quebec releases its own 2026 immigration levels plan, these numbers may be adjusted.
